The scene unfolds at Hoshiwu, a site midway between Tientsin and Pekin, where Chinese workmen diligently toil to alter the river's course. The Peiho River, a vital waterway, was being diverted with the intention of flooding the surrounding countryside to irrigate the land and provide water for agriculture.
